If I wanted a canon character who isn't on the site yet to be the leader of the kingdom, could I make him an NPC?

The King and Queen of Aledon are Snow White and Prince Charming. We already have two rulers ^^

I was referring to that Kingdom Creation Form you guys have for smaller kingdoms.
